INTER-DISTRICT OPEN ENROLLMENT
The Board of Education permits the enrollment of students from all other districts in accordance with the terms, conditions, and procedures established in this policy.
Application Procedures
The deadline for submission of an open enrollment application is July 1st. Notification of a student and the superintendent of the applicable district whenever an open enrollment student’s application is approved shall occur by August 1st.
An open enrollment applicant who has been admitted will not be subject to a tuition obligation.
District Capacity Limits
The following capacity limits apply by grade level, school building, and education program:
Inter-district enrollment may be denied if the enrollment of the building grade level or section being requested at the receiving district exceeds the following:

All native students wishing to be enrolled in the District will be enrolled. Any other district students previously enrolled in the District shall receive preference over first-time applicants.
The District shall monitor its enrollment of students to ensure that an appropriate racial balance is maintained in the District’s schools, and may object to the enrollment of a native student in an adjacent or other district in order to maintain an appropriate racial balance.
Except as provided in O.R.C. §3313.982, the District shall not deny admission to an open enrollment applicant based on the following:
1. Any requirement of academic ability, or any level of athletic, artistic, or other extracurricular skills;
2. Limitations on admitting applicants because of disability, except that the Board may refuse to admit a student receiving services under Chapter 3323 of the Ohio Revised Code if the services described in the student’s IEP are not available in the District;
3. A requirement that the student be proficient in the English language;
4. Rejection of any applicant because the student has been subject to disciplinary proceedings, except that if an applicant has been suspended or expelled by the student’s district for 10 consecutive days or more in the term for which admission is sought or in the term immediately preceding the term for which admission is sought, the Board may deny admission of such applicant.
The District shall provide information about this policy, including the application procedures and deadlines, upon request, to the board of education of any other school district or to the parent of any student anywhere in the state.
The Board shall accept all credits toward graduation earned in other district schools by an other district student or by a native student.
